PP på plats i Köpenhamn

Vi pirater jobbar inte bara hårt här hemma och i Bryssel. Just nu befinner sig bland annat vår nyblivna europaparlamentariker Amelia Anderssdotter, partisekreteraren Mårten Fjällström och Klara Ellström i Köpenhamn i samband med COP15. Dessutom kommer det att finnas pirater på Klimaforum.

At COP15, patents play crucial role for climate mitigation

Amelia Andersdotter, MEP for the Swedish Pirate Party, is participating in the 15th Conference of Parties on climate change since the 7th of December.

-Me and several other pirates are here to monitor the discussions on technology transfer, appropriate technologies and initiatives to support local, small-scale technology investments, says Amelia Andersdotter. Intellectual property rights have been an issue since the Bali summit in 2007, but still the EU and the US are not taking the issue seriously. Extreme intellectual property rights extensions and enforcement risk posing a serious threat to mitigation of carbon dioxide emissions.

She believes that merely setting up goals is inadequate.

-We’ve seen plenty of goals, but heard almost nothing about how to achieve them, she says.
But among third world nations, UN agencies and NGOs a consensus is spreading. Facilitated technology transfer and technology investments, and encouraged local initiatives are seen as a necessary means if the expected climate changes are to be avoided.

-The ironic part is that especially the Council of Ministers of the EU seems to think that it’s enough investing more money in climate monitoring technologies, says Amelia Andersdotter. Isn’t it quite bizarre that albeit there’s so many successful stories of local initiatives, and so many proofs of diminished intellectual property rights facilitating economic development and construction of a healthy infrastructure, they’re simply not treated in the negotiations at all? They’re constantly neglected, and we risk all suffering from it.

The Pirate Party advocates scaling back the patent system to promote small-scale innovation and development. They will be monitoring the negotiations at COP15 as well as participate with a workshop on the power of duplication on the citizen’s alternative forum Klimaforum09 on the 18th of December.

    Kan man ana en tillnyktring från Falkvinges libertianska uppfattning?

    Utan patentskydd mot illojal konkurrens vågar ingen satsa pengar på riskfylld, tidskrävande och dyr teknisk utveckling, såsom ofta är fallet för miljöteknik.

    Ganska kul förresten att notera att ingen av de 9 referenserna förespråkar en avveckling av patentsystemet. Man måste ju få fram teknik för att kunna sprida den!

  3. On the question of the role of the patent system wrt Copenhagen, there are some instances of patents/IPR in the Böll report The Contribution of the Commercial Transfer of Technology to Climate Change Mitigation which indicates some of the money needed will go to buy technology patents.

    In the Green Aid Plan, the Japanese companies are responsible for design and manufacturing of key equipment, which caused the high cost of the whole set of equipment. One method to reduce cost is to maximize localization of the outcome of the GreenAid Plan in China. However, due to intellectual property rights, it is very difficult to rely solely on the Chinese side to distribute the developed technologies.

    The second issue is that China does not have the capacity to manufacture some of the key technologies. In general, the technological standard of the Green Aid Plan projects is high. The Chinese either don’t have the manufacturing capability for key technologies, or the technological level of the entire industry is too low to adapt to new technologies. The country faces difficulty in receiving and redistributing transferred technologies and there is little chance for a free transfer of patented technologies.

    The Role of the Government

    The government plays a role in organizing, coordinating, and supporting through the process of technology transfer. To facilitate better technology assimilation, the government can organize the participation of multiple companies and research institutions into projects such as technology import and Intellectual Property Right (IPR) purchasing.

    Experience

    Technology transfer in the cement industry is a successful case because of the following factors: [...]
    - The cost of technology transfer was low because the technology had already been developed and early developer’s R&D cost has already been recovered.
    - Cement equipment requires a small amount of high technology components, and the rapid growth of China’s cement production enables increasing R&D investment, which continually helps to fill the technical gap.
    - The government organizes the import of technology, supports technological assimilation, and financing IPR purchases by mobilizing the expertise in companies and research institutes.

    The mechanism should help developing countries to establish a far‐reaching research system, which may both promote the transfer of technical patents and assist developing countries in improving research and innovation capacity.

  4. Likt Rutros reagerade jag också på beskrivningen av piratpartiets patentlinje. Det är bra om man får bort litet av det där talet om att avskaffa hela patenträtten rakt av. (Vet dock inte om jag direkt förknippar avskaffande av patenträtt med libertarianism – olika libertarianer har olika åsikt i frågan).

  5. “miljöfrågor” är utmärkta att ta ställning till. Ingen vettig människa är emot miljön. Det är ett komplett neutralt slagfält där alla kan börja med utgångspunkten att det är bra med en bra miljö och dåligt med en dålig miljö. PP förlänger bara det här uppenbara resonemanget med att påstå att mer kunskapsspridning ger mer valfrihet i hur bra miljö vi vill ha.
